Adopting the Levy Report, would just be a hindrance to Israel, and put it on the spot, in the two-state negotiations. A decision has to be made about the settlements, because when the West Bank is made into an independent Palestine, what will be their legal status? Return the settlers back to the pre-1967 borders, stay and become citizens of Palestine, or will some type of land swap be made. The question has to be given an answer, and cannot be frozen in time.
