Likud sources attribute his return to speculation that Israel may hold an early election in the coming months.
A new bill proposes to deduct 1 billion NIS from the tax revenues Israel collects on behalf of the Palestinians, which is equivalent to the amount that the Palestinian Authority gives in stipends and other benefits to the families of Palestinian terrorists and of Palestinian prisoners serving time in Israeli jails for security-related offenses.
