  • (NO US DIPLOMATIC MISSION IN JERUSALEM EXCEPT EMBASSY TO ISRAEL) HR 6004: Introduced 11/17 by Kustoff (R-TN) and 112 all-Republican cosponsors at the time of introduction (today it has 124 all-Republican cosponsors), “To prohibit the use of funds for a United States Embassy, Consulate General, Legation, Consular Office, or any other diplomatic facility in Jerusalem other than the United States Embassy to the State of Israel, and for other purposes.” For more see the 11/19/21 edition of the Round-Up.
  • (CONGRATS BAHRAIN!) H. Res. 841: Introduced 12/7/21 by Malliotakis (R-NY) and having 7 Republican cosponsors, plus Gottheimer (D-NJ), “Recognizing Bahrain on the 50th anniversary of its independence.” [Including in the “whereas” clauses: “Whereas Bahrain has promoted peace in the region by recognizing the State of Israel’s right to exist in May 2018 and establishing full diplomatic relations with Israel on September 11, 2020 & Whereas Bahrain’s Minister of Foreign Affairs Abdullatif Al Zayani and Israeli Prime Minister Benjamin Netanyahu signed the Declaration of Peace, Cooperation, and Constructive Diplomatic and Friendly Relations Between Israel and Bahrain on September 15, 2020.”]
  • (IRAN HUMAN RIGHTS) H. Res. 744: Introduced 10/25 by Deutch (D-FL) and having 9 bipartisan cosponsors (today it has 43 bipartisan cosponsors), “Condemning the Government of Iran’s state-sponsored persecution of its Baha’i minority and its continued violation of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.” For more see the 10/29/21 edition of the Round-Up.
  • (USING FAUX CONCERN FOR IRANIAN PEOPLE AS STICK TO BASH BIDEN ADMINISTRATION) H. Res. 800: Introduced 11/17 by Hagedorn (R-MN) and 36 all-Republican cosponsors [today having 41 all-Republican cosponsors], Recognizing the two-year anniversary of the November 2019 massacre by the Islamic Republic of Iran and condemning the human rights violations by the Islamic Republic of Iran.” Referred to the House Committee on Foreign Affairs. The key part of this grandstanding, point-scoring resolution reads: “Whereas during President Donald Trump’s administration, the Department of State released an official report citing the death toll as 1,500; Whereas, in March 2021, the Department of State under the Biden administration released a revised report of the November 2019 protests that lowered the death toll from the confirmed 1,500 to a revised 304; Whereas the revised, smaller death toll of the November 2019 massacre comes from Amnesty International, which has admitted that the assessment of casualties is incomplete; Whereas the move by the Biden administration underscores its commitment to appeasing the Iranian regime…” For more see the 11/19/21 edition of the Round-Up.
  • (CONGRATULATIONS TURKEY & TURKS!) H. Res. 733: Introduced 10/21/21 by Cohen (D-TN) and having 6 bipartisan cosponsors, “Congratulating the people of the Republic of Turkey and Turkish Americans nationwide on the 98th anniversary of Turkish Republic Day.”

LETTERS

(DON’T RE-DESIGNATE HOUTHIS AS AN FTO) Murphy et al letter to Blinken: On 2/23, Sen. Murphy (D-CT) led a letter, co-signed by 10 fellow Senate Democrats, urging SecState Blinken against the re-designation of the Houthi movement in Yemen as a Foreign Terrorist Organization (FTO). The letter states that doing so “would precipitate an economic collapse, dramatically deepen the country’s severe humanitarian crisis, and could undermine the prospects for peace in Yemen.” Co-signers are: Markey (D-MA), Merkley (D-OR), Baldwin (D-WI), Sanders (I-VT), Warren (D-MA), Reed (D-RI), Durbin (D-IL), Booker (D-NJ), Wyden (D-OR), Whitehouse (D-RI), and Van Hollen (D-MD). (RUSSIAN INVASION WILL HURT AMERICANS & ISRAEL) Graves (R-LA) letter to Biden: On 2/22, Rep. Graves (R-LA) sent a letter to President Biden in which (as summarized in his press release) he “predicts a second surge in gasoline and electricity prices because of Russia’s ‘veiled’ invasion of Ukraine. Graves explains why this event will undermine Israeli security in the Middle East, bolster Chinese-Russian leverage and cost all Americans more to drive, heat/cool homes and the cost of making groceries.” Specifically with respect to Israel and the Middle East, he predicts: “To temper global supply shortages, your Administration will be under extraordinary pressure to allow Iranian oil access to global markets — thereby, agreeing to a bad nuclear proliferation agreement with Iran and undermining Israeli security in the Middle East.” Also see: Graves (R-LA-6) 02/24/2022: Twitter thread – “3 potential outcomes if the energy sector is sanctioned and energy prices further surge: 1. [NO, I’M NOT MAKING THIS UP] (LEARN FROM IDF’S AWESOME TACTICS IN GAZA!) House letter to Dep. SecDef Hicks: At some point last week, Reps. Bacon (R-NE), Luria (D-VA) and Franklin (R-FL) sent a letter to Deputy Secretary of Defense Hicks urging that, “As the Department advances the complementary efforts of Joint All Domain Command and Control (JADC2) and the pursuit of artificial intelligence (AI) technology, we urge you to incorporate recent lessons learned from the Israeli Defense Force (IDF).” The letter goes on to cite analysis by JINSA (which released the letter in a press release touting this citation), and to talk about Israel’s May 2021 military assault on Gaza in highly complimentary terms, noting that “the IDF response to the May 2021 Gaza Conflict provides an important case study of how the IDF utilized machine learning and AI to quickly synthesize massive amounts of data into actionable intelligence that was accurate and timely.” [Note: that military assault involved what international human rights organizations have warned are likely war crimes  killing more than 200 people (mainly civilians), including more than 50 children, and causing massive destruction of homes and civilian infrastructure]. 2. Members of Congress in Israel (and some in the OPT) – Week 2

For a second week in a row, this week saw large numbers of members of Congress (many accompanied by spouses) in Israel, as part of two large delegations paid for by the American Israel Education Foundation (AIEF), which describes itself as “the charitable organization affiliated with AIPAC, America’s pro-Israel lobby…” The delegation of 15 House Democrats was led by House Majority Leader Hoyer (D-MD) [Hoyer press release], and the delegation of “more than two dozen” House Republicans was led by House Minority leader McCarthy (R-CA) [McCarthy press release]. In addition, there was also a J Street-sponsored delegation led by Price (D-NC), a North Carolina Democrat, which reportedly met with both Israeli and Palestinian officials.
