(WEAPONIZING US BANKING SYSTEM TO TARGET PALESTINIANS) HR 7824 (pdf): Introduced 5/18/22 by Lamborn (R-CO) and 11 cosponsors (10 Republicans plus Vargas, D-CA, who can be counted on to be an original Democratic co-sponsor on pretty much every bill targeting Palestinians and those who support them, irrespective of any broader, problematic implications of the bill that might give even similarly-inclined fellow Democrats pause), “To deter foreign financial institutions from providing banking services for the benefit of foreign terrorist organizations and from facilitating or promoting payments for acts of terrorism”, aka, the “Taylor Force Martyr Payment Prevention Act.” This is a companion to S. 3318, introduced 12/6/21 by Cotton (R-AR) and having 16 all-Republican cosponsors). Per Cotton’s explainer at the time his bill was introduced, this legislation “is intended to deter foreign banks from making martyr payments by putting at risk their access to the U.S. financial system.” Further background:
- The 2022 campaign to once again attack the Biden Administration for granting aid to the Palestinians (aid that is NOT going to the Palestinian Authority) kicked off in earnest last week, with former Trump Administration official Jason Greenblatt publishing a a piece 5/12/22 in the New York Sun, To Stop the Terror in Jerusalem, Enforce the Taylor Force Act.
- That was followed by the Free Beacon’s 5/16/22 report, How the Palestinians Pay Terrorists as Biden Pumps Millions of Aid Dollars Into Their Government (which suggests, inaccurately, that the Biden Administration is directly funding the PA).

(RECOGNIZING THE NAKBA & PALESTINIAN REFUGEE RIGHTS) H. Res. 1123: Introduced 5/16/22 by Tlaib (D-MI) and 6 Democratic cosponsors, “Recognizing the Nakba and Palestinian refugees’ rights.” Referred to the House Committee on Foreign Affairs. Note: Unsuprisingly, statement/tweets in recent days suggest an organized effort to portray this resolution as antisemitic and to use it to bash not only the sponsors but the Democratic party in general. For further discussion see Section 2, below.
(SCIENCE DIPLOMACY) H. Res. 1126: Introduced 5/17/22 by Foster (D-IL), “Expressing the sense of the House of Representatives in support of science diplomacy, and for other purposes.” Referred to the House Committee on Foreign Affairs. The “whereas” clauses include: “Whereas the Synchrotron-light for Experimental Science and Applications in the Middle East (SESAME), a scientific facility in Jordan, will bring together scientists from Israel, Iran, and the surrounding regions to work cooperatively on dozens of simultaneous experiments in fields ranging from biological and medical sciences to archeology.”
LETTERS
(GRANDSTANDING IN SUPPORT OF $$$ FOR ISRAEL THAT ARE DEFINITELY GOING TO BE PROVIDED REGARDLESS OF YOUR INPUT) Scott letter to SFOPS leaders: On 5/19/22, Sen. Scott (R-FL) sent a letter to the Chairman and Ranking Member of the Senate Appropriations Subcommittee on State, Foreign Operations, and Related Programs to “emphasize the importance of continued security assistance funding for one of the United States’ great partners, Israel” and to urge them to “include $3.3 billion in security assistance to Israel for Fiscal Year 2023, so that we may continue to display unity with Israel and show the world that our relationship is unyielding.” Also see Scott’s press release — Congress Must Continue to Support Israel, Fund Security & Defense Initiatives). NOTE: as was the case with a similar House letter a few weeks ago (urging appropriators to provide funding for Israeli missile programs), this letter is an exercise in brazen grandstanding. Why? Because the $3.3 billion that Scott is “urging” be included in the FY23 SFOPS bill is already explicitly provided under the current US-Israel Memorandum of Understanding (negotiated by the Obama Administration), and funded every year by Congress, like clockwork. As a reminder, the MOU states: “...Pursuant to this understanding, over the ten-year period beginning in Fiscal Year (FY) 2019 and ending FY2028, FMF grant assistance would be at $3.3 billion annually.” As such, this letter is kind of like a random person standing on the side of a freeway waving at cars to keep driving — and then issuing a press release seeking credit for the fact that traffic kept moving…
(EXPLAIN VISA TO KSA OFFICIAL) Malinowski-Fitzpatrick letter to Blinken: On 5/18/22, Reps. Malinowski (D-NJ) and Fitzpatrick (R-PA) sent a letter to SecState Blinken “to register concern regarding the May 2022 and July 2021 visit to the United States of Khalid bin Salman al Saud, Saudi Arabia’s defacto defense minister and close advisor to the Kingdom’s defacto [sic] leader Mohammed bin Salman…We seek to understand the rationale for Prince Khalid’s multiple visits and whether the Department of State reviewed allegations regarding his alleged role in targeting Saudi dissidents, consistent with the Administration’s Khashoggi Visa Ban.” Also see: press release; Lawmakers question Khashoggi Ban as Saudi prince visits US (Al Monitor).
(INVESTIGATE DEATH OF PALESTINIAN-AMERICAN JOURNALIST) Carson-Corea letter to FBI Director Wray: On 5/16/22 The Intercept broke the story that Reps. Carson (D-CA) and Corea (D-CA) were circulating (for cosigners) a letter calling on the FBI to investigate the killing in the West Bank of Palestinian-American journalist Shrieen Abu Akleh. The text of that letter, made public by Americans for Peace Now, states,
As Members of Congress, we are deeply concerned by the death of Ms. Abu Akleh. Journalists worldwide must be protected at all costs. The U.S. State Department called Ms. Abu Akleh’s death “an affront to media freedom.” We welcome the actions and statements taken so far by the U.S. Department of State supporting a thorough investigation by the Israeli government. However, given the tenuous situation in the region and the conflicting reports surrounding the death of Ms. Abu Akleh, we request the State Department and the Federal Bureau of Investigations (FBI) launch an investigation into Ms. Abu Akleh’s death. We also request the U.S. Department of State determines whether any U.S. laws protecting Ms. Abu Akleh, an American citizen, were violated.
As an American, Ms. Abu Akleh was entitled to the full protections afforded to U.S. citizens living abroad. We, the undersigned Members of Congress, urge you to uphold the values that our nation was founded on, including human rights, equality for all, and freedom of speech. We have a duty to protect Americans reporting abroad.

May 25, 2022: The Senate Foreign Relations Committee will hold a 2-panel hearing entitled, “The JCPOA Negotiations and United States’ Policy on Iran Moving Forward.” The sole witness on Panel 1 will be Special Envoy for Iran Robert Malley. May 18, 2022: The Senate Foreign Relations Committee held a business meeting in which, among other things, they considered S. Res. 390, “A resolution expressing appreciation for the State of Qatar’s efforts to assist the United States during Operation Allies Refuge.”
May 17, 2022: The House Foreign Affairs Committee held a hearing entitled, “The FY23 Budget Request: USAID’s Foreign Policy and International Development Priorities.” The sole witness was USAID Administrator Samantha Power (statement). Also see: video.
- Note: at 1:43:00 in the hearing, Rep. Mast (R-FL) devotes his full 5 min of Q&A to attacking US humanitarian aid to the Palestinians (really, just listen to it for yourself to get a sense of just how much Mast despises/dehumanizes the Palestinians, and holds USAID in total contempt). - Also note: Mast’s comments come on the heels of a similarly-themed question/comment from Granger (R-TX) during the SFOPS subcommittee hearing on the FY23 USAID budget, in which (at 46:30) she tells Power: “I just returned from Israel and I am concerned about the increased violence, and I remember the last time when Israel was being bombarded by rockets, the loss of life would’ve been much worse had we not invested in iron dome, a program I strongly support. The United States should be using assistance to the Palestinians as leverage for de escalating tensions and preventing violence, are you using this assistance as leverage? If not, why not?“
