New from FMEP:

1. Bills, Resolutions & Letters

(WEAPONIZING US BANKING SYSTEM TO TARGET PALESTINIANS)  HR 7824 (pdf): Introduced 5/18/22 by Lamborn (R-CO) and 11 cosponsors (10 Republicans plus Vargas, D-CA, who can be counted on to be an original Democratic co-sponsor on pretty much every bill targeting Palestinians and those who support them, irrespective of any broader, problematic implications of the bill that might give even similarly-inclined fellow Democrats pause), “To deter foreign financial institutions from providing banking services for the benefit of foreign terrorist organizations and from facilitating or promoting payments for acts of terrorism”, aka, the “Taylor Force Martyr Payment Prevention Act.” This is a companion to S. 3318, introduced 12/6/21 by Cotton (R-AR) and having 16 all-Republican cosponsors). Per Cotton’s explainer at the time his bill was introduced, this legislation is intended to deter foreign banks from making martyr payments by putting at risk their access to the U.S. financial system.” Further background:

  • The 2022 campaign to once again attack the Biden Administration for granting aid to the Palestinians (aid that is NOT going to the Palestinian Authority) kicked off in earnest last week, with former Trump Administration official Jason Greenblatt publishing a a piece 5/12/22 in the New York Sun, To Stop the Terror in Jerusalem, Enforce the Taylor Force Act.
  • That was followed by the Free Beacon’s 5/16/22 report, How the Palestinians Pay Terrorists as Biden Pumps Millions of Aid Dollars Into Their Government (which suggests, inaccurately, that the Biden Administration is directly funding the PA).
  • Now, along with Lamborn’s bill, we have: ‘I Don’t Understand’: Parents Of Slain US Veteran Call Out Biden For Reportedly Giving Aid To The Palestinian Authority (Daily Caller 5/18/22).
  • And upping the ante further, check out this Tweet from Daily Caller’s Jennie Taer 5/18/22, which suggests that Republicans are getting ready to accuse the Biden Administration of being actively responsible for terrorism against Israel: NEW: GOP Rep. Gohmert said earlier today that if the Biden admin provides aid to the Palestinian Authority knowing that their ‘martyr’ payments to terrorists and their families continue, there’s a potential they could be an ‘accessory’ to terrorism. ‘We hope we won’t get there
  • Further context: attack on aid to Palestinians in House Appropriations Committee hearing this week – Mast (R-FL-18) 05/17/2022: Tweet – “Why is Biden pouring taxpayer dollars into the Palestinian territories to “set conditions for a viable two-state solution” when they’ve admitted they don’t support it? Here’s the USAID Administrator admitting that the Palestinian Authority wouldn’t even try to make it work: Link to video” [see Section 3, below, for more details]
  • Also see: Cotton (R-AR) 05/18/2022: Tweet – “Radical Islamic terrorists shouldn’t be rewarded for killing innocent people, and banks should be held responsible for processing any sort of terrorist payments.” & Cruz (R-TX) 05/16/2022: Twitter thread – “The Biden administration is ideologically committed to elevating the Palestinian government and pouring money into Palestinian territories. 1/x They’ve been doing this while they clearly knew that the same Palestinian government was inciting terrorism and using fungible money to reward terrorism against Israelis and Americans. It’s disgraceful and unacceptable. 2/x” [both linked to Free Beacon article]

(RECOGNIZING THE NAKBA & PALESTINIAN REFUGEE RIGHTS) H. Res. 1123: Introduced 5/16/22 by Tlaib (D-MI) and 6 Democratic cosponsors, “Recognizing the Nakba and Palestinian refugees’ rights.” Referred to the House Committee on Foreign Affairs. Note: Unsuprisingly, statement/tweets in recent days suggest an organized effort to portray this resolution as antisemitic and to use it to bash not only the sponsors but the Democratic party in general. For further discussion see Section 2, below.

(SCIENCE DIPLOMACY) H. Res. 1126: Introduced 5/17/22 by Foster (D-IL), “Expressing the sense of the House of Representatives in support of science diplomacy, and for other purposes.” Referred to the House Committee on Foreign Affairs. The “whereas” clauses include: “Whereas the Synchrotron-light for Experimental Science and Applications in the Middle East (SESAME), a scientific facility in Jordan, will bring together scientists from Israel, Iran, and the surrounding regions to work cooperatively on dozens of simultaneous experiments in fields ranging from biological and medical sciences to archeology.”

LETTERS

(GRANDSTANDING IN SUPPORT OF $$$ FOR ISRAEL THAT ARE DEFINITELY GOING TO BE PROVIDED REGARDLESS OF YOUR INPUT) Scott letter to SFOPS leaders: On 5/19/22, Sen. Scott (R-FL) sent a letter to the Chairman and Ranking Member of the Senate Appropriations Subcommittee on State, Foreign Operations, and Related Programs to “emphasize the importance of continued security assistance funding for one of the United States’ great partners, Israel” and to urge them to include $3.3 billion in security assistance to Israel for Fiscal Year 2023, so that we may continue to display unity with Israel and show the world that our relationship is unyielding.” Also see Scott’s press release —  Congress Must Continue to Support Israel, Fund Security & Defense Initiatives). NOTE: as was the case with a similar House letter a few weeks ago (urging appropriators to provide funding for Israeli missile programs), this letter is an exercise in brazen grandstanding. Why? Because the $3.3 billion that Scott is “urging” be included in the FY23 SFOPS bill is already explicitly provided under the current US-Israel Memorandum of Understanding (negotiated by the Obama Administration), and funded every year by Congress, like clockwork. As a reminder, the MOU states: “...Pursuant to this understanding, over the ten-year period beginning in Fiscal Year (FY) 2019 and ending FY2028, FMF grant assistance would be at $3.3 billion annually.” As such, this letter is kind of like a random person standing on the side of a freeway waving at cars to keep driving — and then issuing a press release seeking credit for the fact that traffic kept moving…

(EXPLAIN VISA TO KSA OFFICIAL) Malinowski-Fitzpatrick letter to Blinken: On 5/18/22, Reps. Malinowski (D-NJ) and Fitzpatrick (R-PA) sent a letter to SecState Blinken “to register concern regarding the May 2022 and July 2021 visit to the United States of Khalid bin Salman al Saud, Saudi Arabia’s defacto defense minister and close advisor to the Kingdom’s defacto [sic] leader Mohammed bin Salman…We seek to understand the rationale for Prince Khalid’s multiple visits and whether the Department of State reviewed allegations regarding his alleged role in targeting Saudi dissidents, consistent with the Administration’s Khashoggi Visa Ban.” Also see: press release; Lawmakers question Khashoggi Ban as Saudi prince visits US (Al Monitor).

(INVESTIGATE DEATH OF PALESTINIAN-AMERICAN JOURNALIST) Carson-Corea letter to FBI Director Wray: On 5/16/22 The Intercept broke the story that Reps. Carson (D-CA) and Corea (D-CA) were circulating (for cosigners) a letter calling on the FBI to investigate the killing in the West Bank of Palestinian-American journalist Shrieen Abu Akleh. The text of that letter, made public by Americans for Peace Now, states,

As Members of Congress, we are deeply concerned by the death of Ms. Abu Akleh. Journalists worldwide must be protected at all costs. The U.S. State Department called Ms. Abu Akleh’s death “an affront to media freedom.” We welcome the actions and statements taken so far by the U.S. Department of State supporting a thorough investigation by the Israeli government. However, given the tenuous situation in the region and the conflicting reports surrounding the death of Ms. Abu Akleh, we request the State Department and the Federal Bureau of Investigations (FBI) launch an investigation into Ms. Abu Akleh’s death. We also request the U.S. Department of State determines whether any U.S. laws protecting Ms. Abu Akleh, an American citizen, were violated.

As an American, Ms. Abu Akleh was entitled to the full protections afforded to U.S. citizens living abroad. We, the undersigned Members of Congress, urge you to uphold the values that our nation was founded on, including human rights, equality for all, and freedom of speech. We have a duty to protect Americans reporting abroad.

Letter was led by @RepAndreCarson @RepLouCorrea @BillPascrell. It’s a call for justice for an American journalist.

(BANISH IRANIAN OFFICIALS FROM TWITTER) Tenney et al letter to Elon Musk: On 5/12/22, Rep. Tenney (R-NY) led a letter, cosigned by 8 House Republicans, to Elon Musk regarding his “recent acquisition of Twitter” [notwithstanding the fact that, this week, that acquisition appears to be in question]. The letter states: It is unacceptable that U.S.-designated foreign entities freely use Twitter, despite U.S. laws and regulations that prohibit the provision of goods and services to them. We therefore ask that as you begin to review Twitter’s business practices and policies, you will work to ensure full compliance with U.S. laws prohibiting the provision of services to U.S.-designated entities.” Also see:

2. Members Weigh in on Nakba Resolution

As noted above, on 5/16/22, Rep. Tlaib (D-MI) and 6 Democratic cosponsors introduced H. Res. 1123, “Recognizing the Nakba and Palestinian refugees’ rights.” Unsurprisingly, statement/tweets in recent days suggest an organized effort to portray this resolution as antisemitic and to use it to bash not only the sponsors but the Democratic party in general. Fpr more, see:

Tweets/statements by sponsors

Tlaib’s press release and 5/16/22 Twitter thread: “Today, I introduced a resolution recognizing the Nakba (catastrophe), where 400 Palestinian towns and villages were destroyed, over 700,000 Palestinians uprooted from their homes, and made refugees. On this day, we must promote human rights & justice. The Palestinian people since the 48 Nakba have been living under oppression and violent racism. Silence + blank checks enables more death and violence. The Nakba is well-documented and continues to play out today. We must acknowledge that the humanity of Palestinians is being denied when folks refuse to acknowledge the war crimes and human rights violations in apartheid Israel. #Nakba74! A special thank you to @RepMarieNewman, @BettyMcCollum04, @Ilhan & @RepAOC for joining me as original cosponsors of the #NakbaResolution and to all the incredible people all across America who continue to stand for what is right, no matter how hard the fight may be. Another special thank you to @RepCori and @RepBowman for joining as cosponsors.

Bowman (D-NY-16) 05/17/2022: Tweet – “No one should be driven from their home. Today, I’m proud to be an original sponsor of a resolution recognizing the Palestinian Nakba, which commemorates the 74th anniversary of the tragedy where 700,000 Palestinians fled and were expelled from their homes, making them refugees.

Omar (D-MN-5) 05/18/2022: Retweet of @mehdirhasan – “Yes, that is how some Israeli historians have described what happened to the Palestinians in 1948: as ethnic cleansing!” My @MehdiHasanShow commentary on @RashidaTlaib’s attempt to get Congress to commemorate the ‘Nakba,’ the Palestinian ‘catastrophe’: Link to video

Tlaib (D-MI-13) 05/16/2022: Retweet of @YousefMunayyer – “Historic! For so long, Palestinians have been denied a chance to narrate their own experiences and now, once again, Rep. Tweets/statements by opponents

Kennedy (R-LA) 05/17/2022: Tweet – “Inflation is running amok and Americans can’t afford to fill up their gas tanks. Meanwhile, radical liberals in Washington are pushing an anti-Semitic resolution that attacks Israel’s very existence.”

Zeldin (R-NY), press release: Rep. Zeldin Statement on New Anti-Israel Resolution by “Squad” Members

Banks (R-IN-3) 05/17/2022: Tweet – “Israel, the only Jewish state in the world, is America’s closest ally. Will @SpeakerPelosi condemn this disgusting anti-Semitism or is Democrat leadership now totally in lockstep with The Squad? Shameful and dangerous!

Blackburn (R-TN) 05/18/2022: Tweet – “How would you classify this anti-Semitic speech from the squad?”

Emmer (R-MN-6) 05/17/2022: Tweet – “Absurd & dangerous.

Scott (R-FL) 05/17/2022: Tweet – “Israel is our great ally & the continued anti-Semitism from radical socialists in the House is horrific. These are @SpeakerPelosi’s Democrat members. Does she agree with them? If not, she must immediately condemn this.”

Scott (R-FL) 05/17/2022: Tweet – “This is anti-Semitism, plain and simple. They’re not even trying to hide it anymore. Israel is our strongest ally in the Middle East and we must do everything in our power to support them. Period.”

Wagner (R-MO-2) 05/18/2022: Tweet – “This resolution is shameful and offensive. It’s sad that in 2022, there are still people in power who refuse to accept the legitimacy of the Jewish state. I stand with Israel and against this blatant anti-Semitism.”

Zeldin (R-NY-1) 05/17/2022: Tweet – “The ‘Squad’ just proposed a reso in Congress to force the US to formally recognize “Nakba”, labeling the creation of Israel a ‘catastrophe’. They never miss an opportunity to dangerously promote its antisemitic, anti-Israel agenda.” Also Zeldin on GETTR: Members of the far-left ‘Squad’ just introduced a resolution in Congress to force the US to formally recognize ‘Nakba’, labeling the creation of Israel as a ‘catastrophe’. This is just the latest in a long line of antisemitic, anti-Israel statements, policies and actions by the most radical voices in the Democratic Party. Whether it’s supporting the antisemitic BDS movement, falsely accusing Israel of war crimes, or suggesting that support for Israel by members of Congress is ‘all about the Benjamins’, the ‘Squad’ never misses an opportunity to dangerously promote its antisemitic, anti-Israel agenda.”

Loudermilk (R-GA-11) 05/18/2022: Twitter thread – “The Democrats in Washington are increasingly more anti-Israel and, in too many cases, anti-Semitic. I will continue to stand with Israel, as our greatest ally in the Middle East, and I oppose all attempts to paint a false picture of their history and existence.”

3. Hearings

June 8, 2022: The Senate Foreign Relations Committee will hold a hearing entitled, “The Path Forward On U.S.-Syria Policy: Strategy And Accountability.” No details have been released with respect to witnesses.

May 25, 2022: The Senate Foreign Relations Committee will hold a 2-panel hearing entitled, “The JCPOA Negotiations and United States’ Policy on Iran Moving Forward.” The sole witness on Panel 1 will be Special Envoy for Iran Robert Malley. Panel 2 witnesses will be Karim Sadjadpour, The Carnegie Endowment for International Peace; and Mark Dubowitz, FDD.

May 18, 2022: The House Foreign Affairs Committee’s Subcommittee on the Middle East, North Africa and Global Counterterrorism held a hearing entitled, “The Impact of Russia’s Invasion of Ukraine in the Middle East and North Africa.” Witnesses were:Hanna Notte, Vienna Center for Disarmament and Non-Proliferation (statement); Frederic Wehrey, Carnegie Endowment for International Peace (statement); Caitlin Welsh, CSIS (statement); and Grant Rumley, WINEP (statement).  Also see: video

May 18, 2022: The Senate Foreign Relations Committee held a business meeting in which, among other things, they considered S. Res. 390, “A resolution expressing appreciation for the State of Qatar’s efforts to assist the United States during Operation Allies Refuge.

May 17, 2022: The House Foreign Affairs Committee held a hearing entitled, “The FY23 Budget Request: USAID’s Foreign Policy and International Development Priorities.” The sole witness was USAID Administrator Samantha Power (statement). Also see: video.

  • Note: at 1:43:00 in the hearing, Rep. Mast (R-FL) devotes his full 5 min of Q&A to attacking US humanitarian aid to the Palestinians (really, just listen to it for yourself to get a sense of just how much Mast despises/dehumanizes the Palestinians, and holds USAID in total contempt). And in her openly frustrated response, Power – among other things – raises the PA’s prisoner payments, which she calls “pay to slay” and which she labels “outrageous.” Also see Mast’s tweet about his…exchange… with Power – Mast (R-FL-18) 05/17/2022: Tweet – “Why is Biden pouring taxpayer dollars into the Palestinian territories to “set conditions for a viable two-state solution” when they’ve admitted they don’t support it? Here’s the USAID Administrator admitting that the Palestinian Authority wouldn’t even try to make it work: Link to video”.
  • Also note: Mast’s comments come on the heels of a similarly-themed question/comment from Granger (R-TX) during the SFOPS subcommittee hearing on the FY23 USAID budget, in which (at 46:30) she tells Power: “I just returned from Israel and I am concerned about the increased violence, and I remember the last time when Israel was being bombarded by rockets, the loss of life would’ve been much worse had we not invested in iron dome, a program I strongly support. The United States should be using assistance to the Palestinians as leverage for de escalating tensions and preventing violence, are you using this assistance as leverage? If not, why not?

Killing of Palestinian-American Journalist/Attack on Her Funeral

Ocasio-Cortez (D-NY) 5/19/22: Instagram Live video, including (among other things) – killing of Shrieen Abu Akleh. Excerpt: “…they try to make it seem as though you know that believing that Palestinians are human beings that deserve human rights is like somehow inherently antisemitic. It’s not. And it’s insulting, I believe, to the actual profound amount of antisemitism that our Jewish brothers and sisters are confronting right now… [well worth listening to in full]

Gottheimer (D-NJ-5) 05/17/2022: Tweet – “The killing of Palestinian-American journalist, Shireen Abu Akela is tragic and heartbreaking. There must be a full investigation with submission of all forensics and cooperation from all parties.”

Durbin (D-IL) 05/16/2022: Tweet – “The killing of Palestinian-American journalist Shireen Abu Akleh is a tragic loss, and a reminder of the risks journalists take to bring us the truth. Casten (D-IL-6) 05/15/2022: Tweet – “Not only am I horrified by the shooting of Palestinian journalist Shireen Abu Akleh, but I’m deeply disturbed by the attacks by Israeli police on mourners. Both atrocious attacks warrant thorough investigation.

Schneider (D-IL-10) 05/14/2022: Twitter thread – “I want to extend my condolences to the family, community and coworkers of Al Jazeera journalist, and Palestinian American, Shireen Abu Akleh. The death of any journalist in the line of duty is a tragedy. I join the Administration in condemning Abu Akleh’s killing and call for a full and complete investigation of her death, and holding to account those responsible. This can only be achieved with cooperation between Palestinian and Israeli authorities. I was also disturbed by the scenes at her funeral, including video of people throwing objects at the procession and of police brutally assaulting mourners. Israel must investigate the events surrounding the funeral, including the actions of its police officers, and take corrective action to prevent such situations in the future. I continue to pray for peace between Israelis and Palestinians, as well as all people throughout the region. I remain committed to seeking pathways, such as the historic Abraham Accords, to promote coexistence, mutual respect and shared prosperity.”
